Appeal Court Upturns Mama Taraba’s Victory
A court of appeal sitting in Abuja today, December 31, has upturned the decision of the Taraba state election tribunal which declared the All Progressives Congress (APC)’s Aisha Alhassan the winner of the Taraba governorship election.

If Aisha Alhassan becomes a governor, she will be the first female governor-elect in Nigeria.
According to Sahara Reporters, the court decided in favor of the candidate of the Peoples Democratic Party (PDP)’s candidate, Governor Darius Dickson Ishaku, ruling that Ishaku’s nomination by the PDP could not be questioned by a non-member of the party.
The Justice Danladi Abubakar-led tribunal had on November 7 sacked the Peoples Democratic Party’s Ishaku and declared All Progressives Congress’ Aisha Alhassan the winner.
But Governor Darius Ishaku, who expressed confidence in holding on to his position, following the possibility of going to the poll for a third time, filed an appeal asking the court to set it the judgement of the state tribunal aside.
Ahead of today’s judgment, on December 21, the Justice Abdul Aboki-led five-man bench of the appeal court heard three appeals and a cross-appeal by the APC.

Although the lawyer of Nnamdi Kanu, the director of Radio Biafra, has recently denied media reports that his client apologized to President Muhammadu Buhari, Sahara Reporters obtained a ‘statement’ that proves the opposite.

According to a copy of a handwritten ‘statement’ signed by Kanu and
dated October 23, the 48-year-old pro-Biafran agitator apologized to the
president and Igbo elders for insulting statements he made in their
address.
The statement was written while the leader of IPOB was in the custody of the Department of State Services (DSS) and on the official letterhead of DSS.
“Reference to the President of the Federal Republic of Nigeria as a terrorist, evil, and Paedophile is regrettable and uncalled for and for that I unreservedly apologize and will be doing so in a private letter to the President,” Kanu wrote.
Vincent Obetta, Kanu’s lawyer, confirmed to Sahara Reporters that the statement was written by his client. However, he dismissed reports that stated his client apologized to Buhari in a separate letter.
“Until I see that [letter] I cannot comment,” he added.
In his statement, Kanu also admitted to saying “uncomplimentary things” about former president Goodluck Jonathan and Igbo elders which “should not have happened because it is un-African to be rude or insolent to elders”.
He described the IPOB as a group of people who wish to group themselves together “for the purpose of Evangelism or going out to the streets to distribute leaflets and preach the message of lawful existence of Biafra as stipulated in the UN Charter.”
Kanu stressed that there is no armed conflict agitating, adding that any reference to such is purely designed to stop the Nigerian Armed Forces ostensibly the police from coming out and killing innocent people.

“Nnamdi Kanu, Male Igbo Christian, aged 48 (i.e. born 1967, the year Biafra was announced), of Afaraukwu-Ibeku (Umuahia-North LG, Abia State), of dual Nigerian-British nationality, living in Pilkington Road, SE London, UK.
“I can confirm that I, Nnamdi Kanu, the leader of the Indigenous People of Biafra worldwide is a legally registered and duly recognized body at the United Nations pursuing the rights of a specific indigenous people, in this case Biafra, to seek self-determination according to the said charter the reason for the formation of the Indigenous People of Biafra is to avail those referring to themselves as Biafrans the opportunity made available as a result of the United Nations Declaration to seek the peaceful re-Birth of Biafra in line with international laws, lack of holistic development in the socio-economic landscape of Nigeria, lack of youth employment, corruption in high offices, and economic repression.
“Opportunities no longer existed for the majority of the people, and especially young graduates to find meaningful employment in the job market, general hardship, brutal repression of civil and human rights coupled with system that shuns inward investment contributed to the thinking behind the formation of IPOB.
“The People of Biafra all over the world have particular emphasis on those residing in the diaspora it is not advised that those in Nigeria contribute. No contribution is accepted from those in political office or from organizations only individuals belonging to those organizations may choose to contribute if they wish to the volunteer force. IPOB is a group of people who may wish to group themselves together for the purpose of Evangelism or going out to the streets to distribute leaflets and preach the message of lawful existence of Biafra as stipulated in the UN Charter. There is no armed conflict agitating and any reference to such is purely designed to stop the Nigerian Armed Forces ostensibly the police from coming out and killing innocent people.
“IPOB volunteers are modeled on exactly the same tenet as the world renowned Salvation Army Front. Its ambitions are army but it does not carry any weapons. The same thing applies to the volunteers of IPOB. There is no arms training involved. I am the Director of Radio Biafra and solely responsible for the output the (genre?) of Radio Biafra is strictly to capture attention and imagination and not designed to incite anyone to violence.
“For very many years the Nigerian state and Nigerians in general have continued to witness poor economic management, fraud, corruption, and mismanagement of every sector of the economy. Therefore, as Radio Biafra programs were designed to wake up the public from their slumber and address the issues of the time, which is youth unemployment, lack of infrastructural provisions, poor electricity, an absence of rural development, and conspicuous absence of respect for human rights.
“The area as envisaged as Biafra are predominantly South-East and South-South territories having cultural, linguistic, traditional, and commonality in value system. Reference to the President of the Federal Republic of Nigeria as a terrorist, evil, and Paedophile is regrettable and uncalled for and for that I unreservedly apologize and will be doing so in a private letter to the President. Speaking during his maiden media chat, he assured Nigerians that is not worried about the agitation, adding that the people claiming to be marginalised have not defined how they are being marginalised.

Vincent Obetta, lawyer to embattled leader of Indigenous People of Biafra, IPOB, Nnamdi Kanu, has denied reports in the media that Kanu tendered an unreserved apology to President Muhammadu Buhari.
Obetta who spoke with The Cable on Wednesday said reports that the Director of Radio Biafra apologised to Buhari were proof that the government was trying to use all instruments at its disposal to “puncture” Kanu’s defence.
Obetta said, “It is not true, the government is using every instrument to puncture what we are doing.”
Armed men kidnaped 46, Kill 16 Civillians in Congo

Congolese official and civil society groups said on Wednesday in Beni (Democratic Republic of the Congo) that sixteen civilians had been assassinated by an armed group in eastern Congo. They said that the discovery of the bodies on Tuesday and Wednesday morning in Buleusa was after the disappearance of 46 people in the village since Saturday. Local official, Joy Bokele, attributed the killings to the Democratic Forces for the Liberation of Rwanda (FDLR), a Hutu rebel group from neighbouring Rwanda that opposes Tutsi influence in eastern Congo. “They are waging a terror campaign kidnapping civilians and burning down entire villages. Bokele said the FDLR was trying to scare off the Union of Patriots for the Defence of Innocents (UPDI), a community militia defending territory against the Rwandan rebel group. He added that the FDLR was carrying out killings in villages where many UPDI members came from, the official added. Bokele said the army was planning to send soldiers to the area. Dozens of armed groups have remained active in eastern Congo since the 1996-2003 Congo wars, sparked by more than 1 million Rwandans flooding into the region after the 1994 Rwandan genocide.

NLC Plans Massive Protest
The Nigerian Labor Congress (NLC) has described the planned deregulation in the price of premium motor spirit (PMS) as a “propaganda targeted at confusing Nigerians.”

In a statement made available to journalists on Tuesday, December 29, in Abuja, the general secretary of the NLC, Peter Ozo-Eson said the move would be resisted by all means adding that affiliate unions under NLC were already being mobilized against the planned deregulation.
The statement reads: “In the past few weeks, we have heard discordant tunes from government officials and chieftains of the ruling APC on what the future portends for the prices of petroleum products and the management of the subsidy scheme.
“The honourable minister of state for petroleum first announced that come next year the price of petrol will revert to N97 per litre and that subsidy will be phased out. Two days, thereafter, he denied this and stated that what he said was that the price will operate within a band of N87 to N97 and that this did not mean removing the subsidy.
“The same minister now says that the price of petrol will now be N85 in January signifying the deregulation of the sector.These vacillations and flip flops are, in our view, designed to confuse Nigerians and pave the way for deregulation of petrol prices through the back door
“The fact of the matter is that as long as we continue to depend on imported refined products, deregulation and the abandonment of a subsidy scheme will unleash hardship on Nigerians. In any case, according to our laws, the determination of the recommended prices of petroleum products is the responsibility of the Petroleum Products Prices Regulatory Agency (PPPRA).
“By law, the board of PPPRA is made up of stakeholders. None of the contradictory prices the minister is throwing up is a product of the agency. Indeed, the board of the PPPRA has not operated for over two years although we have made repeated demands for the convening of the board.
“We call on the government to be guided by the rule of law and constitute and convene the board of PPPRA in accordance with the law without further delay. This will enable the agency to examine and agree a new pricing template based on the realities of today. Any price unilaterally determined and announced by the minister is in violation of the law.”
The minister of state for petroleum and group managing director of the Nigerian National Petroleum Corporation (NNPC), Emmanuel Ibe Kachikwu had on Friday, December 25, announced a reduction in the price of Premium Motor Spirit from N87 to N85.

Buhari to spend more than Jonathan on Presidential Villa; to spend less on food
President Muhammadu Buhari will spend N18.1 billion in 2016 to run the State House, Nigeria’s seat of power, an amount that is N11.5 billion more than what his predecessor, Goodluck Jonathan, spent in 2015.
The amount is also N5.9 billion more than what Mr. Jonathan spent in 2014 on the State House, details of the 2016.
Mr. Buhari will, however, reduce the cost of feeding for the first and second families, when compared to what the Jonathan administration spent in previous years.
Mr. Buhari presented a N6.08 trillion budget to the National Assembly last week, promising more jobs, economic growth and a cut-down on frivolous spending.
But details of the budget show that the State House will cumulatively receive N18.1 billion in 2016.
In 2014, Mr. Jonathan spent N12.2 billion on the State House, while in 2015, the government spent N6.6 billion for the presidential office, amid dwindling revenue occasioned by sliding oil prices.
The costs cover the State House Headquarters, the president’s office and the office of Vice President Yemi Osinbajo.
One of the most outstanding State House spending in 2016 will be the purchase of BMW saloon cars at N3.63 billion. It is not clear yet what purpose the cars would serve.
The state house budget also contains a repeat of projects the Jonathan administration repeatedly allocated funds for.
An example is the purchase of computers, which has featured in budgets of previous government each year.
In 2016, the State House will spend N27. 5 million on computers, while N268.9 will finance computer software acquisition.
Aso Rock will spend N764.7 million on recreational activities.
The installation of electrical lighting and fittings, which received substantial allocations in 2014 and 2015, will gulp N618.6 million next year.
The budgets are subject to the approval of the National Assembly.
Presidential food
The president however proposed a reduction of the feeding cost for State House in 2016.
If approved by the National Assembly, State House will spend N445.5 million for all meal-related expenses, a reduction from N542.86 million spent by Mr. Jonathan in 2014, and the N526.17 million spent in 2015.
The meal bill includes the cost for the state house headquarters, offices of the president and Vice President Osinbajo.
Details of the proposed budget show that the president would spend N114.97 million on food stuff/catering materials supplies, as against N16.68 million by his deputy during the year.
The vice president would also spend N7.55 million on refreshment & meals, and N2.49 million on cooking gas/fuel costs.
Presidential feeding bill became a subject of national attention in 2012 when PREMIUM TIME showed how Mr. Jonathan and Vice President Namadi Sambo proposed to spend N993 million for refreshments, catering services and purchase of kitchen equipment.
That year, N477million was assigned for foodstuffs and “catering materials supplies” for the president’s office, while an additional N293 million was to provide “refreshment and meals” for the president’s comfort at his home and office.
An extra N45.4 million was earmarked to buy canteen and kitchen equipment for the president’s household, although similar purchases were made the previous year.
That revelation aggravated public anger at the time, and revved up resistance to government’s plan, within the same period, to remove petrol subsidy, and raise the pump price of petrol.
After the publication, the administration reduced the budget by N147 million.
In 2013 and 2014, the government significantly lowered the feeding bill with N717.3 million and N542.8 million spent respectively for each year.

Abductors of Bayelsa Commissioner demand N40 million
Abductors of the Bayelsa Commissioner for Local Government, Serefina Otazi, have demanded a ransom of N40 million, the family said.
Ms. Otazi, was abducted at gun point on December 20 in Otuoke on her way to Ewoi Community in Ogbia Local Government Area for funeral.
A member of the family, Endurance Frank, said in a telephone interview on Tuesday that the kidnappers had contacted the family and demanded N40 million to free the victim.
Mr. Frank said the family was relieved to hear from Ms. Otazi and appealed to the kidnappers to free her unconditionally.

APC TUDUN WADA EXCO: Our Signatures forged to suspend Shehu Sani
The excecutive of tudun wada ward of the APC in Kaduna state, on Tuesday dissociate themselves from Monday's suspention of Senator Shehu Sani for a period of 11 months at the Tudun Wada Ward where he registered.
But the Secretary of the ward, Ahmed Abdulhamid; the Public Relations Officer, Auwal MaiAnguwa and ex-officio member, Aminu Alilan, who purportedly signed the suspension letter, told PREMIUM TIMES their signatures were forged.
“Three people were said to have signed the suspension letter. The third person was a delegate and not an ex-officio as stated in the statement.
“The whole letter is forged and none of the ward executive appended his signature or is even aware of the suspension [until it was made public].
“That is why we called for a meeting today to make our positions known to the world.
“What happened was that we had a meeting yesterday and we did not reach any conclusion. It was on that basis that we requested him (Senator Shehu Sani) to come and explain some of the issues raised against him.
The ward secretary and the PRO in a chat with PREMIUM TIMES also denied signing the statement, insisting that their signatures were forged.
A PREMIUM TIMES reporter in Kaduna observed that the state party executives and some party leaders met at the state secretariat of the party on Ali Akilu Road on Tuesday.
Some of the party’s leaders, who spoke to our reporter on the condition of anonymity, also denied prior knowledge of the suspension.
“We are not aware of any suspension of Senator Sani. In fact we are convening a meeting now, and we have also summoned him to come,” one of the state executive council members said.
In the suspension letter circulated on Monday, the party said Mr. Sani’s offences were “violating the rules of engagement of the party, factionalizing the party, and engaging in anti-party activities by criticizing the policies of Governor Nasir El-Rufai.”
An aide to Mr. Sani, Suleiman Ahmed, said it was clear that those who wrote the letter were ignorant of the laws guiding the APC.
He said although it was clear from the letter that the people were out to stop the senator from criticizing “the anti-people policies of the El-Rufai administration”, they would not be able to stop him from expressing his views on what affects the people.
“They are toeing the line of the state secretariat of the party, so our reaction is that those who wrote this letter are ignorant of the party’s constitution and they are dancing to the tune of the state executive of the party and Governor Nasir El-Rufai,” he said.

Female sucide bomber arrested by Army, Read what she said
The Nigerian army has arrested a female suicide bomber and has given an update on the most recent suicide attacks in Adamawa and Borno states.
An update about the sad turn of events in the two states was given by Colonel Sani Kukasheka Usman, the acting director of army public relations.
”At about 8.00am two suspected female suicide bombers detonated themselves at Madagali Market in Adamawa State in which 17 people were killed and 44 others suffered various degrees of injuries.
”Similarly, the General Officer Commanding (GOC) 7 Division, Major General Lamidi Adeosun, has shed more light on the suicide bombings in Maiduguri, Borno State in which 26 people were killed while 85 others were injured on Monday morning at a news briefing. It should be recalled that 14 female suicide bombers attempted to attack Maiduguri, Borno state capital on Sunday but were repelled by gallant troops.

”He revealed that teenage female suicide bombers tried to force themselves into Maiduguri with the intent carrying out massive and coordinated suicide attacks using 4 different routes into the city; Asuwari, Mulai Kura, Baderi village Nine Damboa Road and Jameri village. They were however intercepted by the troops. Unfortunately 3 of them detonated their Improvised Explosive Devices (IEDs) at various places Monday morning killing 26 Persons and injuring 85 others.
”It should be noted that out of the 14 suicide bombers 7 were gunned down by the troops not 10 as earlier reported while 3 of them escaped in the ensuing confusion. Sadly, the escaped terrorists detonated their IEDs in 2 separate locations. One of them went to a house requesting for a kettle of water to perform ablution but blew herself close to a Mosque killing herself and one person, while 13 others sustained injuries. While the other detonated her bomb at Baderi general area. However, one of them, Fatima Babagapchia, was apprehended during the operation.
”The GOC praised the gallantry of the troops for being vigilant at all time. He commended the troops courage by eliminating the suicide bombers and arresting some of them, which he believes have averted what would have been a major disaster if they had gain entry into the town. Speaking to newsmen during an interview, the suspected suicide bomber Fatima said she lives with her parents in Bullunkutu Abuja, in Maiduguri before abducted with 6 other females in Monguno town. She admitted that being a divorced mother of a baby girl, she was never involved in terror activities since her abduction last year. She further said, Boko Haram terrorists took her along with others 5 females in a vehicle through unknown routes before arriving the outskirt of Maiduguri where she managed to escape and passed the night in a nearby village.”

Kaduna APC Suspends Senator Shehu Sani For 11 Months
Senator Shehu Sani representing Kaduna Central senatorial zone was suspended by the Tudun Wada ward of the All Progressives Congress (APC) in Kaduna state on Monday, December 28.

The APC in Kaduna state suspended Senator Shehu Sani for 11 months.
In a letter to Sani dated December 27, the APC listed the senator’s offences, which included making statements that allegedly “violate the rules of engagement of the party, factionalizing the party, and engaging in anti-party activities by criticizing the policies of Governor Nasir El-Rufai.”
The letter was signed by Ahmed Abdulhamid, the secretary of the ward, Auwal Mai Anguwa, the public relations officer, and Aminu Alilan, ex-officio member.
“Hardly a week passes by that his group will not be on air criticizing and challenging the enduring legacies of Mallam Nasir ElRufai, that his statement on national issues is not in conformity with that of the state government and government of Kaduna state,” the letter read in part.
Reacting to the suspension, Suleiman Ahmed, the senator’s aide, noted that those who wrote the letter want stop Sani from voicing his views about what he considers the anti-people policies of El-Rufai’s administration.
“They are toeing the line of the state secretariat of the party.
“So our reaction is that those that wrote this letter are ignorant of the party’s constitution and they are dancing to the tune of the state executive of the party and Governor Nasir El-Rufai,” Ahmed added.
Sani has always been very outspoken over some of Governor El-Rufai’s policies. A few weeks ago, the senator condemned the Kaduna carnival organised by the state government, accusing the governor of being insensitive to the plight of local people by organising a music festival when the state and the country face economic and security challenges.
MAN ELECTROCUTED TO DEATH WHILE TYING TO STEAL ELECTRIC CABLE IN KADUNA
An unidentified middle age man was electrocuted at the early hours of Sunday while trying to steal electric cable at a power supply installation in Kaduna. The News Agency of Nigeria (NAN) reports that the incident happened at Accra Crescent by LEA Primary School, Unguwar Rimi. The traditional ruler of teh area, Dan Iyar Unguwar Rimi, Alhaji Muhammad Gidado, confirmed the incident. Gidado said that the corpse of the vandal was evacuated from the scene by the police from Unguwar Rimi Division. According to him, the vandal was unknown to them in the area and urged law enforcement agencies to step-up patrol as the community has suffered from the activities of vandals lately. Gidado explained that the deceased tried to steal the 150mm four core up-riser cable at the distribution sub-station along Accra Crescent when nemesis caught up with him. The Head, Corporate Communications of Kaduna Electric, the operator of Kaduna Electricity Distribution Company, Mr Abdulazeez Abdullahi, also confirmed the incident. He appealed to customers of the company to be more vigilant and report suspicious movement around power supply installations to the police, especially in the night. Abdullahi lamented that the activities of these hoodlums was causing set back to the company’s effort at providing steady power supply to its customers. He warned criminal elements to desist from damaging or removing power supply equipment as the consequence could be very tragic. Meanwhile, the police said it was investigating the incident with a view to arresting the collaborators of the act and preventing reoccurence.

Just hours ago, three wives of a village head and their ten children were allegedly blown up by a female suicide bomber who attacked their home in Maiduguri, Borno state, yesterday, Sunday, December 27. According to witnesses, the woman took advantage of the chaotic situation, as the troops were busy repelling the attack by Boko Haram on the metropolis. She pretended the terrorists were chasing her, and ran into the compound of a local, Bulama Isa, also known as the village head.
